Most people doing Atkins or another carb-restrictive diet go wrong in climbing the carb ladder as they confuse WEIGHT loss with FAT loss & weight gain with fat gain.. while in reality the fast weight loss /gain is ONLY water.

The longer you don't eat carbs, the more water you retain from them.. and a big factor here is the body no longer making enzymes to break down carbs.. this ability needs to be built up gradually by CLIMBING the carb ladder and eating more carbs every week and every day. It took me about 6 months to no longer bloat like a cow from 100 + carbs.. now I can inhale 500g and not even gain weight the next day..
compare that to 300g and gain 3 kg the next day in the days I was VLC-ing..
The major factor is really not having enough digestive enzymes available.. you can shorten this adaptation period by taking OTC digestive enzymes for starches (especially legumes are hard to break down & everyone needs an adaptation time for them)

It's only a small minority that's extremely insulin resistant which truly can't tolerate to up carbs... but the vast majority would just get disused to them.
