Default Question about Coach Dos' Power Training

I've finished reading Power Training, and have even done a few workouts from the book. However, I've noticed that every exercise in the book is based on four sets.

It's four sets of everything, all the time. There are three types of training protocols set forth for different goals. There is a "total fitness," a hypertrophy, and a strength cycle. But, they are all based on the same movements, and four sets of each chosen exercise for that movement. Additionally, each set is supposed to be a complete set with no reps left in the tank. So, you're always pushing the max that you can do with that rep range.

I like the book. But, I'm not sure I get why he never deviates from the four sets. Am I to believe that the only thing that dictates hypertrophy from strength is the number of reps?

I'm still going to do the program. I'm just wondering if anyone has any insight into this.
