Default Need Help finding a peice of Equipment

I have looked all over the enternet and i cant find the peice of equipment i need.

I need something i can attach or loop around a peice of equipment, that has a harness for the person to wear.

I looked up retraint cables, retraint bands, everything all i found was this
http://www.amazon.co.uk/Hy-Pro-Harne.../dp/B000ZG0GFS
and they wont ship to the US. So basically anything that does something like that will work, if anyone knows where i can get one on the enternet i would really appreciate it.

You must not have looked all over the enternet.

So you want to anchor one side, not drag something?
You can prolly get bands/cables separate from a harness, and hook the two together, so that may make your searching easier. Surely something like heavy bungee cords would work, no?
