Default Question for Bill Hartman regarding Neck Training

In an old blog post, Mr. Hartman listed 7 points to consider when it comes to training the neck musculature:

1. Train your neck
2. Include range of motion and strength training
3. Improve strength at the end ranges of motion
4. Avoid prolonged, repetitive, or aggressive neck flexion (forward bending)
5. When training the anterior neck musculature, press the tongue to the roof of your mouth
6. Train the neck at various speeds and loads to increase strength and power
7. While some isolation training is acceptable, incorporate neck loading into full body exercises.

As far as point 7 is concerned, Mr. Hartman, do you have any specific examples of this? Neck work is often thought of as neck harness, band, and cable related; so I was wondering how to better incorporate neck loading in full body exercises.

Also I'd be interested in getting your thoughts on 4-way neck machines and the best types of quick tests to assess c-spine function.
