Default noobish question

sorry if this has been asked a million times before but when is it best to work out? the obvious answer to me is whenever you have the time. but in an ideal world when a person could workout at any point in the day they wanted what would be most preferable? morning, afternoon or night? is it different if its weight training vs cardio? is it a personal preference thing and each person is different?

Best time: the time you're most sure of consistantly getting there and doing it.
Second best: 9:00-11:30 is supposedly the least busiest time in a gym.
