a dip belt that has two chains on the sides by your hips instead of the one chain that hangs between your legs? There was one at my gym a while back but they said they got them by a manufactor. I have looked at every sporting goods store and online with no luck.

I didn't see the one I was looking for Irish. The one I want has a chain that hangs by your left leg and also one that hangs down by your right leg.

It sounds like the belt that is used for hip-belt squats, however the two chains on a hip-belt are on the front and back. Here is a link to one at Ironmind.
