I saw this mentioned favorably in the training forum so I looked at it. The workout seems very basic and the eating plan doesn't seem like anything new. What do folks think about it?

Your statement says it all...perhaps Dr. Connelly was pissed that Bill Phillips book did so well and felt he needed to get a book out to satisfy his ego.

Books like this cannot be over complicated in methodology because most folks don't care about it nor can they understand it.

The portion of the population that has success with this type of programming just need some structure and basic guidelines to follow.

To paraphrase Alwyn Cosgrove (which I've been doing a lot lately...must be the accent), "they don't give a damn why, they just want to be told what to do."
