I guess my thoughts on the question align with a lot of others. Don't worry about the optimum time to make gains. The time is NOW!

For most normal people gains and progress can be seen until 60's or later depending how far you pushed your body... The dropoff in Olympic Lifters and other competitive is going to more pronounced b/c when you start and at say 10-15 and go all out for 15 years after that theres no where to go but down.
