The obvious answer that came to my mind was yes but I had a friend that disagreed.
I tihnk that the ecto qualities of short people is easier masked because they have a lower RMR. This means it is easier for them to get the calories needed to put on weight. My friend seems to think being short rules out lots of the bone structure issues that define a person as an ecto.
I bought scrawny to brawny the other day as I collect fitness books and did some measurements on myself. (for those that have it)
I am only 5'5-5'6 but my shoulder to hip ratio is around 1.40-1.43 and my torso/height ratio is about .260. These numbers seem to tell me I have ectomorphic tendicies. Even in the book, however, I have noticed they always refer to ecto's as tall.

Definitely. I'm one.. 5'6" and an ecto.. I had a 5'4" friend that was a serious endomorph though. Built like a fireplug but I also had two other ecto friends in the 5'5' to 5'6" range.
