how can I explain the difference between a Romanian dead and a Stiff Leg Dead to my hard headed little brother, he tends to think its the same thing I disagree but want to hear a few alternative views other then my own on the matter.

Im not guaranteeing the form on any of those two are correct, i just googled. look at the knees, thats the key point.
the second pic was a bit bad, but you should be able to see that his legs are stiff.
I tried to explain it verbally to RedWifey recently and it failed miserably -- helping her complete each exercise was the only way to really get it through to her. Some people need to "feel" the difference to truly understand it.
Good luck with the whacking over the head, though! If it works, that method is always more fun anyway.

The T-nation article is good. I came away with the impression Karky had it right when he said the difference is straight legs versus bent. Both Have you bend at the waist.

Not exactly, Deserve.
In an RDL you bend at the hip joint only, not at the waist, focusing the load into the glutes and hamstrings.
In a Stiff-Legged Deadlift, you bend at the waist (spinal flexion) and the hip and the leg is straight, putting a lot of stress on the low back.
