My initial thoughts are why 12-15 reps? Between that and adding steady cardio, doesnt that go against what is usually recommended to maintain muscle while hypocaloric?

The program doesn't look highly intense to me. No supersets, high rep count, and I also question the steadystate cardio. Given the strict diet and intervals that are included, I would think weight loss is probable, though.

Isn't weight loss possible theoretically if you just eat below maintenace calories and exercise 3-5 days a week - be it body splits, or total body?

Weight loss is the result of eating below maintenance calories. Doesn't matter the exercise routine you use. The exercise routine determines the shape of the losses (or gains, if using above-maintenance calorie plan). So the answer to your question is a definite yes!!
