That's incredible! He only lowers his hips a couple of inches and he's not running for momentum. How does he generate all that power?

Actually, you shouldn't ever dip too low or bend at the knees too much when trying to jump vertically. It's a pretty effortless jump....with more of an approach and a loading phase, I am sure he could easily CLEAR the boxes completely. As far as generating all that power, he is obviously alot more powerful (and faster...) than most of the population of the world.

What would a basic routine look like to develop this kind of explosiveness? (genetics aside)

What impresses me most is he "rebounds" at the top of the box. He doesn't "barely" make it - he makes it with room to spare !
