It looks like the guy in the middle has that probelm.
I don't know about you guys but I don't even like to wear just the spandex cycling shorts. Maybe it's just because I don't spend any extended time on the road, I only own MTN bikes. I wear them for the padding but wear regular cotton shorts over the top of them.

I used to wear shorts over my shorts but then finally just said "what the hell". Baggie shorts sometimes catch on the seat at the most inopportune times.
