I've noticed that most military folks wear their wrist watches with the face on the palm side of their hands? Why is that?

Having the face on the palm side might be easier to read while holding a rifle or tools without having to twist the wrist. I may also be to protect the face from getting smacked or scratched against things in the field.
...again, just a guess.

Even the guys that are ex-mil still wear them in that fashion. I wonder if anyone who is in the mil here can clarify.

Some leather bands naturally twist so the dial is inside the wrist. I've given up trying to keep mine with the face out.
