Does anyone live in these areas and can confirm that it is possible to get along without a car in these cities? Does anyone live in an area not on the list where you could survive without a car?

I realize areas in the path of the DC metro are some areas that you could live /o a car. As is Ocean City, MD.
It surprises me that Baltimore is on the list. We are known for having horrible public transportation.

You could survive in Blacksburg Virginia without a car if you wanted. Lots of grad students with jobs do. Campus is kind the central hub for busses with lots of routes running every 7.5 minutes during the day. The route out to the Mall/Lowes/next city runs every 30 minutes. There is also a bus line that runs to Roanoke(next "big" city, has an airport) 45 minutes by car, 65 minutes on the bus that has 12 runs per day for $3.00.
My brother lived in New York City without a car for a few years. Now he lives about and hour north of the city and rides the train in every day. He couldn't do without a car now, just to even get to the train station, but once you are in the city you are good.
miami beach its possible to get around w.o a car, just not very practical. Not many buses.
in Downtown miami, its easier. more buses+metrorail(think elevated subway)
the biggest problem is that greater. miami is pretty spread out, not very dense.

Chicago's got a really good elevated train system that takes you all the way out to the suburbs. I went to school an hour south of the city and we used to take the train into the city all the time. My wife actually took the train to her grad school classes. It was easier and cheaper than driving.
In Minnesota you can get by in the city proper without a car, but its gonna be tough if you are in a suburb rather than the actual city, and its much nicer to live in a suburb.

don't even think about it in Kansas City unless you want to live somwhere that's on a bus line and want to waste your time doing errands that would take 1/3 of the time with a car.
going to work is fine; especially if you work close to a bus line. but anything else and you're asking for it. (except for Chiefs games, it's definitely the way to go there)
