That's the IP address assigned to the PC, but there's another that is assigned to the server and/or port so the service can route packets to the correct PC.
I don't know what command it is under Windows, but when I ran a Linux box, I could access it from work by e-mailing myself the IP address asssigned to the port/connection by the ISP and then telnetting to it.

the 192.168.x.x number is an IP address that's used for local LANs. It's internal to the network and not visible to the outside world. Everyone on the same brand of router will have the exact same IP address on their computer (as far as the computer knows, assuming you don't go in and set up a custom configuration in the router settings). 192.168.0.1 and 192.168.1.1 seem to be the most common.
If you really want to get technical, everyone's computer's IP address is 127.0.0.1
The IP address you're seeing if you use those websites is the actual IP address your ISP is assigning to your connection. Your router is then using that connection to connect to the outside internet, but has set up an internal network with the 192.168.x.x IP ranges to distinguish your computer(s). As far as your ISP is concerned, you're paying for 1 single IP, and that's what you get. The router handles traffic on your internal side, whether you have a single computer, or a whole houseful.
