For those that are too scared to add a lot of calories right away, you can try to bump up calories by 100 kcal/week.
Some will then find out they can't repair their metabolism in this easy way as they will keep gaining weight. Most of those unfortunates tend to have a slow thyroid and will need to get it checked. There's also some other reasons, but slow thyroid will be the main one for those that won't even lose on low calories nor will maintain weight at higher calorie intake like e.g. 1800 kcal.

Many will also discover they can lose better on a lowered carb intake. Some will need very low intakes when they are very insulin resistant, but there's also a group that can't lose on low-carb and has to be on a moderate carb diet.

But again, upping calories slowly will bring most out of the non-losing rut.
