Yes, the solid equipment in front of them in the first video post is a squat rack, and those bars are for dumping the weights. Some squat racks have another tier of bars further out so you can go lower. You could always step out of the rack, squat, and then walk back in to set the weight down.
Power racks/squat cages have adjustable safety bars. When Tracy does rack pulls (video #3 in the same post), she's in a power rack/squat cage. I have one of those at home. Like missjane said, you can move the safety bars down to the lowest position so you can squat ATG or do rack pulls (unless you have short legs like me, in which case the "lowest position" is at your knee caps:/).
