Default HIIT - Cardio

When would the best time be to do my cardio?

I workout on my lunch break and barley manage to get in a full strength session (although I always do) in my hour.

Would it be on my off day, or going back and doing at 20min HIIT after work?

Either - or. If you choose to cardio during the same time you lift weights, do it AFTER you lift weights.

I think, ideally, the best time is on the off-weight day, though.

If you really must do HIIT, then I'd try to keep it on your lifting days and allow a day of recovery. It's really taxing if done properly.
Depending on your goals, you could drop the HIIT and just do some regular cardio on non-lifting days.

I totally agree with the post above. Do your cardio on the same day as your lifting (Preferrably right after your strength workout). I was doing some serious low rep high intensity strength training over the last 4 months. I was doing Tabatas runs on my off days. Needless to say, I never realized my potential on my tabata runs because I was still recovering from the lifting. I was lifting 2 days a week followed by 2 days a week of intense tabata runs. My cardio went through the roof but it could have been better.

It all depends on how hard you want to work.

High intensity interval training is the way to go if you want a bang for your buck.
