Default Best NROL Program?

Being back in school and looking for a new workout routine I have been turned to NROL. The book lists the 4 lifters and I probably fit best into "the guy who is skinny", or however it goes. I am not 6 foot but rather 5'9" and 155 lbs. I have been skinny my entire life and over the summer had a desk job and gained a little bit of fat at the "love hip" area. I probably gained 2-3 lbs over the summer and looks like it all went there.

I am looking to gain mass, I could care less right now about the little fat on my side. I wanted this gain to be nice and proportional (I don't want massive arms or chest compared to all else).

Would lifter #2 be the best to go after (Break-In -> Hyp 1 -> etc.)?

I feel like my biggest problem will be my diet because of money limits and I eat like a bird. I know I'll need to be eating more than I burn to get some mass. I was wondering if you all know some cheap, clean foods off the top of your head?

A big tub of whey powder isn't all that cheap, but I bet it's the cheapest way to get protein. I have a 5 lb tub of Optimum Nutrition that cost me $40 or $45, but it has 77 servings of protein at 24 g per serving. That's not even 60 cents per serving. A big can of tuna might have that much protein for 3 times the cost.

Gram for gram, it's cheap, but it doesn't have the staying power of meat.
