small muscles
With a small neck, wrists, ankles and calves, will these workouts do anything for those areas of the body? Being predominately slow twitch must make them even harder to develop then they already are, so has anyone here overcome the pencil neck and small calf curse?

There is little muscle surrounding the wrist and ankle proper. That is one of the reasons they are some of the thinnest part of the body.
As for the remainder, add calf presses to your routine. The neck...people keep saying do nothing, but I'm also curious if there is anything that can be done.

There are certainly exercises that can be done for the neck. Wrestlers and football players do specific exercises due to the nature of their sports. In general, any heavy lifting, especially deadlifts, will cause your neck to get bigger in proportion without direct training.
Here are some specific neck exercises.

ahh ok, because i thought calf raises and neck flexion exercises for the scm were isolated and "non-functional" so i was wondering if there was a way. I've been watching some UFC stuff and I've noticed they've all got exceptional physiques, in particular neck development.

As with most things, it depends on the context of "functional.". Will calf raises help you on your next math exam? Not likely unless the added real estate helps with more cheat notes. Will calf raises make your calves hyooge? Probably, if done right.

I would hope so. They are taking blows to the head and certainly a good side kick, even to the lateral torso, has some whiplash effect.

They do alot of the neck stuff, as a defense against being choked out. I saw on one show, a guy was learning bjj, and they put a strap around his head, and made him pull a car.

Yea, by getting bigger. If you're 150lbs you can't expect to have a big neck.
