It is pretty simple. Start with VERY thin strips of beef (it must be soft/thin or it will not taste very good)
1. Lightly fry garlic in olive oil.
2. As for the inside, you can put any veggie you like. The important part is not to overcook. I steam them lightly so they are still "crispy" when you bite them. I use carrots and esparagus)
3. Then wrap the raw beef around the veggies.
4. lightly pat with whole wheat flour (DO NOT put too much flour)
5. Then fry gently (covered), adding peeper and soy sause to taste. Soy sauce is last.
6. Finally roll in crushed seasame seeds.
WIFE SAYS it must be very tender, and thin meat (the type used for shabu shabu) or it will not tase good.
