I'll go with Ray Lewis, because he's a local boy and I'm biased.

My son wrestled him in High School.

He lost, but he didn't get pinned.

I don't know if he's the most ripped, but Phillip Daniels of the Redskins is probably the strongest. He's a power lifter in the offseason and he's huge!
