We do need carbohydrates in many forms. There is nothing wrong with complex/starchy carbs. Most people who claim to have carb sensitivities, just aren't losing fat fast enough or the right way and blame carbs.
You do have some people who really have a problem digesting the properties and lacking the enzyme function to eat these products, I don't deny that at all.
You can also go about starch/complex carb restriction in the right manner to optimize the thermogenic effect of extra protein and fat, this is fine. However, I personally believe it should be met with proper re-feeds and should be done for a short period of time or else it can lead to future problems unless you resolve to never eat those kinds of carbs again and REALLY stick to that lifestyle.
Regardless though it is your body, you are your own boss, in the end what you do is your decision. I personally would never take anyone below 20% carbs for any reason and would only do that on a rest day, and while incluing solid re-feeds during a week period of time. So to me unless you are really small, 40g seems pretty unhealthy. That is no longer about starch, that is about lack of veggies and fruit. That would mean only 160 calories a day coming from fruit and veggies. You would never get me to sign off on that, but again to each their own.
