I try to limit some fruits, but I do okay with apples, cantalope, honeydew, strawberries, blueberries, and other berries.

Watermelon, mangos, grapes, pineapple, etc. do nothing to satisfy me and, like you, I'm often hungry again in an hour.

I try never to eat fruit by itself. I have it with yogurt or cottage cheese, or before the other foods in my meal or snack. Or, I save it for 30 minutes or so before a workout.

For me, I think it's the sweetness, psychologically making me want to eat more, rather than a true, physical feeling of hunger.
