Default ? about Lyle's Rest article

(probably good timing too, considering I'm trying to train smarter-ie: not overtrain)

According to this article, weight training 3-4 days a week, with 3-5 days of cardio is considered too much/more rest needed, etc.

What do you all think? I'm currently doing 4 days of weight training(upper/lower) and 5 days of low-moderate intensity cardio.
Too much? Would I benefit from just sticking to my weights and just doing 'active rest' on the other days?

I want to do what's 'right', but it doesn't feel like it's enough.
What would be considered active rest(without having it turn into something that would be considered a cardio workout)?

He also suggests to keep the cardio on upper body training days only. So..2 days of cardio a week? Is that right?

I'd like to get your thoughts/opinions on this article and what would be the best thing for me to do(best, as in, bst for not overtraining and just doing the right amount).
