The way you handle reps is explained in the exercise description in the book. I don't have it in front of me, but I believe for the 1-pt row, it says something like "do half on one leg then switch"... if I remember correctly, it even mentions what to do if you have an odd number of reps to do. The woodchops are per side.

The way I think about it is: what are you trying to do with the exercise? The 1-pt row is mostly for upper body, the balance is just to make it harder. You're working the upper body with every row. On woodchops, the sides are pretty independent, so you need the full number of reps on each side. Maybe this explanation only makes sense to me, though!
