Yeah, I had this confusion too. I mentioned it in my lift log for yesterday's workout, and someone responded that that's ok; it doesn't mean you aren't working the muscles well enough. I am used to getting sore at every workout, but then, I was doing random exercises sporadically, so the muscles had time to atrophy some between times. I think we'd better start using a different gauge of our progress, like heavier weights and how we look/feel.
