Does he mean forever, or just right now when you're only a couple weeks postop?
He might be wanting to you to strengthen at a lesser RoM than fully bent… not stretching the tendon so much, etc… and then improve from there.
Either way… I'd personally prolly take the advice of a good PT over the surgeon… from what I understand many docs in general and surgeons in specific tend to have this gross fear of people lifting heavy iron (but like a lot of people, don't think about how much groceries, children, or those boxes you have in the attic/basement weight). So… shrug.
