I think you are wrong on your math. If something is overestimated by 30% then the calc'd value is 130% of the actual. So Actual * 1.3 = Calc'd

To get from calc'd value to the actual value you wouldn't multiply by .7, you'd divide by 1.3.
Example: 100 * 1.3 = 130
130 / 1.3 = 100
130 * .7 = 91
