You're right in that it definitely depends on your starting point. (I'm 5'10" so my perspective is that 1200 is definitely low.) However, even for a 5' 1" female who only weighs 100lbs - her BMR would be around 1200 with no activity. Although of course there are definitely some who would fit that description! :-)
