It's really fewer calories that will aid in your fat loss, not carbs or shifting to lower GI carbs. If you drop the carb calories and don't add anything else in, you will increase your deficit and lose weight. If you replace the carb calories with something else, you won't change much.

If you're truly trying to fine tune things for health, etc., get enough protein, then enough of your healthy fats, then the rest can be carbs. From a micronutrient standpoint, fruit and veggies carbs, milk/dairy, and whole grains are better for you than sugars, starches, and sweets in the same calorie amounts. They tend to be more satisfying/satiating, too.

So, don't worry about how many carbs, just how many calories. That being said, for some people, carbs are trigger foods and/or are less satisfying, making it harder to stick to the fewer calories. For those people, fewer carbs (or limiting the types of carbs) can help to keep on track.
