Default Loosing weight in all the wrong places.....

I am about to finish stage 4 (NROL4W). I did not begin this program to lose weight. I lost some weight last year and decided to do the NROL4W to gain strength and be fit. I am eating the recommended calories and making sure that I have enough protein...etc
I have maintained my weight give or take a pound, it goes back and forth. THIS IS MY PROBLEM......I tend to lose weight around my chest and upper body. I have dropped a bra size ( and can't afford to loose any more!) When I breathe in you can pretty much see every rib....BUT my lower half is much bigger. I still have cellulite on my thighs and saddlebags so I don't want to gain any weight. I am within healthy limits for my age and height although on the low end.
Just wondering if there is anything I can do???
