Well, yes, but the ITB doesn't really get "tight" since it is connective tissue and not contractile tissue.
Likely glute medius and TFL are tight ... probably also piriformis and other short lateral rotators. Glutes likely not firing properly.

FWIW, in the text to the side of that video it says not to do if you have knee problems.

Do you have any clicking or locking up of the knee?
Any pain now when you squat down (like roasting a marshmallow)?
