Rice is one of those things can initially fill you up, but that feeling can go away quickly. Particularly high GI, white rice.
There aren't too many "products" that will fill you up, it's mostly choosing the right foods.
Protein can make you fool faster and fats keep you feeling full longer.
Other than protein powder for pre and post workout, the only supplements that I'd recommend would be creatine and gatorade or maltodextrine. Creatine's pretty cheap and proven to help you get more out of your workouts. Gatorade or maltodextrine goes with the protein powder for your PWO drink.
I'm not real experienced with cheap eats, so I'll let others respond on that part.
