This guy is 6'4" and fighting at 155lb. That is not cutting weight - that's starving yourself year round to avoid fighting anyone with a similar frame/reach.

You have no idea what his training and diet look like over the course of a year. It absolutely benefits him to keep his weight as low as possible in order to take advantage of his height and reach. That is consistent in all weight class sports such as wrestling, boxing, MMA, etc.
If his cardio and strength are not suffering on fight night, then he is not cutting or starving himself to an extent where his performance is suffering.
