I don't know very much about andro. But to play devil's advocate: Is the government not "protecting us from ourselves", but rather protecting us from those who profit from pushing/selling to teen athletes? If it is potentially dangerous, then teens shouldn't have it. If it's legal, it will run rampant. But if it's illegal, then (and I know it will still live on in the "black market") it will at least be harder to get?

Just a thought.

p.s. I know perfectly well that alcohol and cigarettes are only for those who are a certain age, yet kids still get them. And things like pot, acid, etc. are fairly available. But just because we have problems in those areas doesn't mean that we shouldn't nip other, potential problems in the bud.
