I didn't take a look at the article on bodybuilding.com but if it's by Twin Peak then both part one and two have been on avantlabs.com for quite some time. They also have a FAQ about it there.
It's a fairly valid approach in that it keeps calories in check without counting too hard, but you have to follow all of the rules. It really doesn't deplete and replete glycogen like the UD2 though. I have heard of many that have had great success with it though.
