I read this few days ago but didn't know the answer. I remember using the paddles while swim training at high school, which was used to increase pulling power. But at that point we never did any weight training. I think that if you train weights for upper body power/strength then you don't need the paddles.

Plus they are just like using flippers. They are cheating. They make you think you are faster than you really are. :-)
