Hopefully there are some physiologist, dieticians, or biochemist in here who can help answer these questions for me.

Can glucose pass through cell walls (both muscle and fat cells) without insulin or glucagon?

Are there always small levels of insulin and glucogon in the blood even when blood sugar is normal?
