I would actually recommend she get in touch with someone from BTS. They are one of the best group fitness companies in the country (if not THE best). They could help her figure out how to develop that department, and possibly recommend how much she should be paid, and suggest a bonus structure that would give her incentive to perform at a higher level, grow the business, and then provide training to her and subsequently any staff she would hire. It's good because it is pretty much plug-n-play too, so no reinventing the wheel. They have everything, including Spin.
