Shelling out $80 is a commitment and an "investment" that encourages most people to work hard and keep it up. Just like shelling out for supplements helps you shed fat, even if the supplement itself is doing jack.
Many people here could come up with a plan that works okay (e.g., shows results), but how long they would follow it is up for debate.
I believe that most people here wouldn't come up with a plan that would work as well as this one either (I haven't seen it, but the odds are with me, I think). I'm sure it pushes the limits of what you could handle, and if you wrote it yourself, you'd give up long before you'd give up on one written by two professionals with good track records.

I agree with what you said about supplements, but not so much about the programs.
I've been following either a self designed program, or a very flexible template since I started lifting and I'd be less likely to give up with this stuff.
I think I'd be more likely to give up following somebody elses program as it would likely have things I wouldn't like, and that wouldn't suit me, and I don't know about all of the thought processes and ideas that went into creating the program like I would my own.
As for the money, hah I guess I have a bit of that motivation too with the supplements, gym membership, and now all the powerlifting equipment I buy lol.
But I think I'm past the stage where 'giving up' on my training will ever be an issue in my life again, so that might be why.
