Actually I DID have to deal with this for a early morning bootcamp I was running once.
Now technically if running a bootcamp you should have to sign permission with the facility, park, school, whatever you are doing it with. You also have to be covered or again SHOULD be covered under insurance to cover if someone gets hurt.
If you cover these bases then for that period of time of your training the "public" area now becomes private. You can even stipulate this in a renting contract with the park or facility you are working with.
I stipulated in my contract that for x amount of time during the day I maintain full right and usage of an area of 1000 feet for training and am insured for such. That area become my private property.
If you explain this to the person and they still try to hang around within that area then you are within right to call the police. Now they can hang 1000 feet or whatever you rent outside of your area but at least they wont be disrupting your camp.
