Man some people have balls! I like Matts first suggestion, it gives your camp a more military feel
I have a question, is this person lined up in the bootcamp or is he doing the exercises from 50 yards away? If hes lined up, you could call the police and say hes disrupting your camp and put some sort of restraining order.
Easiest thing would be to find another location and just keep it secret.
