True, but the "truth" of the meatpacking district was used as a setting in the novel. There was enough truth (or speculation that it was the truth) to spark major investigations (and new laws and reform).
Also, although the cover claims censorship, there was none, apparently. Well, unless you count the publisher thinking the original book was too long as censorship.
