I find that 1400 calories at 130 at 5'3" to be too little. 1600 for me at least, and with even moderate activity I find myself needing 1800. Since frankly those numbers seem fine on my frame for a size 3-5, I'm finding myself curious as to just what size you are and what you want to be. Cuz by the numbers to me it sounds like you're in a nice spot and all you'd want to really do is maintain weight while building muscle to lean out if necessary.

My guess would be that you're not eating enough to really let your body change. From personal experience, eating too little stalls my progress, regardless of how well I'm eating or what my macro ratio is. When I eat to support my body and activity, the results come quicker because the body isn't afraid I'm gonna starve it.
