18 is a bit high, I can do 25m in 12 strokes (stroke cycles, so Left then right counts as 1). Try getting longer, and gliding through the water, use the momentum you create with each stroke.
The heart rate will go down the better you get in the pool too. My first mile as an endurance athlete almost gave me a heart attack, but your body will respond. Good luck.
