Most states still require you to be a licensed RD or nutritionist, as far as I'm aware.
The LWMC is more about the underlying conditions of obesity, psychological issues, past attempts and what can be learned from them.

It focuses more on helping people develop a healthier lifestyle as a whole, with exercise being a part of that equation. Still, though, it doesn't give you legal right to prescribe actual diets, only general advice on how to make the right choices.
