I've seen complexes specify the reps two ways. The way you describe the "complex" is counted as 1 rep and you do the prescibed number of reps per round.

Cosgrove's complexs are usually the other way - reps performed for each exercise in the complex - like this:
DL x 5
RDL x 5
...
GM x 5
rest
repeat 2 times for 3 rounds
