I'm an (ex) FP doc, and I can't see how a bulgarian deadlift (which entials little to no ankle flexion) would aggravate shin splints.
In general, docs know a lot, but they don't know what they don't know. If you can, listen very closely to your body; this may sound hokey, but you can even ASK your body by getting real quiet and comfortable, go to a good place inside, and open the question of doing a particular exercise. Listen to what comes up.
It's not the absolute truth, but that's ok because nothing is.
